There are a number of very good organizations with resources that can help you understand Fair Use Rights. They are all better then anything I can do so I won't try to reproduce their efforts.

We as consumers have certain rights we that should be able to expect. There is a great page at Digitalconsumer.org called Bill of Rights. I think this is a good bare minimum.

The Electronic Frontier Foundation has a good page called "Understanding Your Rights: The Public's Right of Fair Use" at http://www.eff.org/cafe/gross1.html
Its not too long and serves as a good introduction to Fair Use.

Chillingeffects.org is a joint project of the Electronic Frontier Foundation and a number of schools and universities. There is a wealth of information with sections covering copyright and DMCA, Fan Fiction, Protest, Parody and Criticism, and lots more.
