Does fair use apply to hardware?

No, Fair use is a part of copyright law and applies only to things that are protected under copyright. Fair use doctrine can not, for example, prevent a DVD maker from disabling the skip button so you are forced to watch the trailers.

I am a Pantomime, does my work qualify for protection under copyright law?

Yes! In section 102 of Title 17 pantomimes are explicitly included and covered under the law.
